I found another post that had this exact same issue. However, in that case it turned out to be an HP security setting. I'm not using an HP, so that solution doesn't apply. Literally the same problem: Any external USB drive I plug in, gives me 'don't have permission to access this folder' error, when I continue I cannot see any security tab to update the permission. I have full admin access and can see security tab for Windows (C:) drive.

When I boot into Safe Mode the USB drive works just fine. But when normally logged in I cannot access files on the USB drive or write to it. I can open the top level drive folder and see the contents, but cannot open any folders or files on the drive.

I have tried with multiple USBs, they all work fine on other PCs and also work just fine on this one if it's in Safe Mode.

I tried Janeane Cru's suggestions from that other post and neither worked. I created a new user profile, that new user is also unable to access the USB drive. And I ran the Command Prompt command, which reported that 'The restore operation completed successfully.'

I don't know what else to try, and that other thread was locked, so starting this one to continue looking for options to resolve this issue.
